The Chief Registrar, HW Sarah Langa Siu, emphasized the need for all users of the Electronic Court Case Management Information System (ECCMIS) to understand their roles for proper utilization of the System.
She made this call while flagging off an ECCMIS training session for Registrars at the Judicial Training Institute in Nakawa.
The Chief Registrar noted that the success of any IT system depends on its utilization. "Users of any IT System must know in detail what their roles will be, in order to ably use the system. The success or failure of well-designed and technically elegant systems, depends on the way they are operated and used," she said.
She also encouraged the participants to always call for technical assistance when stranded since most of the administrative staff had already undergone the training and were familiar with the procedures of the new system.
The CR equally extended her gratitude to the contractors of ECCMIS, facilitators and the JTI management team for organizing the ongoing trainings.
Stressing the importance of the training, the Deputy Inspector of courts, HW Lawrence Tweyanze (High Court Judge Designate) said ECCMIS was bound to cause a revolution in the Judiciary if well-utilized.
Mr. David Sunday Kikabi, the Judiciary Principal Information Technology Officer and ECCMIS project manager, took the participants through an introduction to ECCMIS. He urged the participants to embrace the new shift as it was intended to provide the Judiciary with a computerized case management system. He noted that the new System will reduce delays and transaction costs associated with processing cases as well as expand citizens and legal practitioners access to justice services.
The participants' concerns were majorly on the envisaged additional roles that the system was going to create leading to increased volumes of work yet they are few in number.
The lead facilitators were Ms. Julian Rweju (Judiciary Technical Advisor on ICT), Mr Joseph Ssinabulya (Senior Information Technology Officer) and members of the ECCMIS Technical Committee.
The training was moderated by HW Moses Gabriel Angualia (Deputy Registrar Training).
Another group of Registrars was trained in strict observance of COVID-19 SOPs.
